Predatory litigation is the mass filing of artificial or fraudulent claims — serial claimants, professional witnesses, standardized requests, forged addresses and evidence. The National Council of Justice and the TST treat the matter as a priority.
It is detected through repeated patterns in public data: the same claimant, lawyer or witness appearing in an abnormal volume of cases — a cross-check that does not depend on private client data, only on public sources.
